The Great Lockdowns Spike
In April and May 2020, India saw an unprecedented surge in unemployment, hitting a national average of 24.26%. This was directly triggered by the strict nationwide COVID-19 lockdowns that halted most industrial and service sectors.
Urban Vulnerability
Across almost all states, urban areas exhibited consistently higher unemployment rates (averaging 13.43%) than rural areas (9.73%). Urban labor markets are more dependent on formal salary contracts and daily wage labor in contact-intensive services.
Structural Stabilization
Official PLFS data shows a steady, healthy recovery. Annual national unemployment dropped from 5.8% (2018-19) to 4.8% (2019-20) during COVID, and further down to 3.2% in 2023-24, showing long-term resilient stabilization.
